The conference was attended by leading figures in the talks including Northern Cyprus President Mustafa Akinci, President of Greek Cypriot Nicos Anastasiades, Turkish Foreign Affairs Minister Mevlut Cavusoglu, and Greek Foreign Affairs Minister Nikolaos Kotzias. Other senior foreign affairs representatives included Federica Mogherini, EU foreign policy chief, European Commission President Jean-Claude Juncker, and the new UN Secretary-General Antonio Guterres. Earlier on Monday, Anastasiades and Akinci resumed UN-chaired negotiations at the Palais des Nations in Geneva, with UN Special Advisor Espen Barth Eide overseeing proceedings. The Greek and Turkish Cypriot leaders have reportedly exchanged maps outlining areas of control of the island that could prove to be a significant breakthrough in settling the dispute. Cyprus has been split after Turkey sent troops to protect Turkish communities on the island in 1974. There have been several failed attempts at a peace settlement since. But restrictions will be in place on financial transactions to prevent people from draining their accounts. Before its collapse, Cyprus's banking sector grew to nearly eight times the size of the country's economy - mainly on the back of substantial deposits from Russia. This sparked accusations that the country was being used by Russian criminals to launder their money. Over the past week, the government in Moscow has criticised Europe's handling of the crisis in Cyprus. Many Russian depositors are expected to lose money from a tax on accounts over 100-thousand euros in both Bank of Cyprus and Laiki. Banks have been closed for the last week in Cyprus and if they do re-open on Tuesday, it has now been announced that daily withdrawal limits at ATMs will be 100 euros per day. As the Cypriot Drama unfolds before our very eyes, I began pondering what tangible solutions there are to bank holidays and bank runs. What could I do to help in Cyprus and all other countries (like Spain, Greece and Italy) for which, as we have predicted at TDV, bank closures are coming? The answer wasn't hard to come up with. If these people had simply bought bitcoins with their savings, not only would they currently have 100% access to their funds, but also they would have enjoyed a parabolic move to the upside over past months. -... AN ENTREPRENEUR has announced he is keen to introduce in Cyprus the world's first ATM for virtual currency, bitcoin, which is not regulated by a central bank but has instead been growing via its online peer-to-peer community. Jeff Berwick, founder of StockHouse.com and CEO of TDV Media said on his blog on dollarvigilante.com that he plans to set up the world's first Bitcoin ATM in Cyprus to enable people to deposit flat currency into it and get bitcoins in their account, as well as put bitcoins in their account and get flat currency back. Bitcoin, which was designed and implemented by a mysterious programmer known by the pseudonym of "Satoshi Nakatomo," is based on a peer-to-peer network similar to the BitTorrent protocol for sharing files over the internet, the European Central Bank (ECB)has said in an October 2012 report on virtual currency schemes. It can be used as currency for a number of transactions, from internet services and online services to buying clothes, electronic goods, while a small number of restaurants, hotels and retail stores across the world do accept bitcoins. With restrictions likely in place when the banks do reopen, Berwick said he "began pondering what tangible solutions there (were) to bank holidays and bank runs." The currency is not pegged, with supply and demand determining the exchange rate. People need to download a free and open-source software to start using bitcoins that can be purchased using a currency, and are then stored in a digital wallet on users' computers or via online services. The ECB said in its report that it considered bitcoin "as a high-risk system for its users from a financial perspective" citing a number of issues that "raise serious concerns regarding the legal status and security of the system, as well as the finality and irrevocability of the transactions, in a system which is not subject to any public oversight". On the other hand, Berwick said that individuals have suffered "through the confiscation and devaluation of their savings through techniques like taxes, levies and inflation" by the ECB, the International Monetary Fund, and the German Federal Government. Cyprus. : Bank Has Stolen My Money

Thousands of customers are expected to visit banks in Cyprus as they open their doors for the first time in almost a fortnight. Queues grew outside branches across the country, but there were no signs of panic as employees served customers from midday local time. Cash withdrawals and other transactions are subject to tough restrictions, introduced by the country's Finance Ministry in an effort to avoid a run on the bank. The country's crippled banking system was effectively closed down on March 16 while the terms of the controversial 10bn euro (£8.5bn) bailout were agreed and implemented. Large depositors face losses of as much as 40% of their savings as part of the deal, leading to fears that customers would attempt to withdraw large amounts of money when the banks reopened. As a result, strict capital controls include a withdrawal limit of 300 euros (£253) a day and a ban on cashing cheques. Travellers leaving the country can only take up to 1,000 euros (£845), or the equivalent in foreign currency, with them in cash - significantly less than expected. Police and security staff were deployed to maintain order at branches, and G4S employees worked to ensure cash machines were filled up overnight. The giant global firm was the contractor that failed to meet their promises over security at the London Olympics prompting the British military to step in. G4S's managing director in Cyprus, John Arghyrou, told Sky News: "I feel we have the resources, I feel extremely confident as a security company that we can undertake and meet the requirements of our customers." Some 180 guards were deployed to banks across Cyprus to work alongside police officers and other security firms. Mr Arghyrou added: "It is not really guarding it is assistance services ... but close co-operation with the police is essential." With just 860,000 people, Cyprus has around 68bn euros (£57bn) in its banks. This outsized financial system attracted deposits from foreigners but has struggled since investments in neighbouring Greece went sour.
