Штиглиц был в дружеских отношениях с Великим князем Константином Николаевичем и министром финансов России М. Х. Рейтерном. Благодаря их поддержке Штиглиц с 1820 г. по 1855 г. привлек 13 внешних займов для России на сумму 346 млн. руб. золотом. (Эти зарубежные займы были такие выгодными для него самого, что к 1860 г. он стал одним из богатейших людей в Европе). Александр II и Великий князь Константин Николаевич не забыли отблагодарить своего придворного банкира, который выручал их в сложных щепетильных финансовых ситуациях. 31 мая 1860 г. Указом императора Александра II был учрежден Государственный банк, а А.Л. Штиглиц был назначен его управляющим. Он постарался оправдать высокое доверие монарха и Великого князя и создал специфические финансовые схемы. В результате в карманы царя и его брата потекла неучтенная валюта из российской государственной казны. Этому способствовали его тесные связи с Ротшильдами, которые тоже не остались в накладе. Крымская война опять нанесла удар по финансовым ресурсам России. В 1861 году в российской империи было отменено крепостное право. У Александра 11 хронически не хватало денег, чтобы выплатить компенсацию помещикам. И здесь «на помощь пришел» Ротшильд. Банки «Н.М. Ротшильд и сыновья» и «Братья Ротшильд» предоставили России пятипроцентный заем на сумму 15 млн. фунтов стерлингов (около 90.000.000 млн. золотых рублей). Заем был выдан под личную гарантию Александра II. В 1883 году в Польше произошло восстание, что еще более усугубило финансовый кризис в России. А денежная реформа А. Штиглица и М. Х. Рейтерна окончательно подорвала экономику России. Штрафные санкции за несвоевременную выплату кредита и процентов от полученного займа были значительными, поэтому деньги надо было вернуть в срок. И здесь Д. Ротшильд «мягко» предлагает найти компромисс в создавшемся положении, по принципу: « Не можешь вернуть долг - продавай свою собственность, но, конечно, по самой минимальной цене». А какая собственность у императора России? Конечно, это российская территория. Вот здесь и сказалось совместное влияние А. Штиглица, М. Х. Рейтерна и Великого князя Константина Николаевича на Александра II с целью убедить его продать Аляску. Следует добавить, что к этому времени Д. Ротшильд расширял свою деятельность в США, и присоединение Аляски было выгодно не только Соединенным Штатам, но и ему самому. Кроме того, он знал об огромных запасах природных ископаемых, в том числе золота, в этом районе. Во время встречи 23 мая 1864 г. Джеймс Ротшильд и барон Александр фон Штиглиц пришли к взаимному согласию о том, что они предпримут совместные усилия для продажи территории Аляски США. Оба хотели заработать на этом приличные деньги. А. Штиглиц заручился поддержкой Д. Ротшильда в том, что тот через свои подконтрольные банки предоставит России большие займы, чтобы на долгие годы поставить Россию и ее императора в финансовую зависимость. В 1864 г. России был предоставлен первый англо-голландский заем на сумму 47,9 млн. гульденов и 1,9 млн. фунтов стерлингов. В ноябре 1866 г. - второй англо-голландский заем на 31,4 млн. гульденов и 33 млн. фунтов стерлингов для обеспечения заграничных платежей Государственного казначейства. Так что к моменту подписания договора о продаже Аляски у России не было денег даже на выплату процентов по полученным займам. Тогдашний британский фунт стоил 4,87 доллара. То есть, занятая сумма составляла 73 миллиона долларов. Аляску же продали менее чем за десятую часть этой суммы. В те годы Североамериканские Штаты были единственным союзником России. В 1863-64 гг., две русские эскадры под командованием контр-адмиралов С. С. Лесовского и А. А. Попова участвовали в военных действиях на стороне федерального правительства Севера с целью создания угрозы коммуникациям Великобритании и Франции, поддерживающих Юг, и тем самым, содействовали победе Северян. India According to the World Gold Council, the Bank of India currently holds 557.7 tons of gold. It is one of the largest stores of gold in the world! This makes up 9.9 % of the country’s total foreign reserve. Foreign exchange reserves is money or other assets held by a nation’s central bank so they can back the national currency. India, home to 1.25 billion people, is the number one largest consumer of the precious metal. Furthermore, India is one of the most reliable drivers of global demand. For example, India’s festival and wedding season, which runs from October to December, has historically been a major market for gold. And probably, one of the most interesting facts about India and gold is that India rarely invests much in gold. This is because as a country, India operates under the belief that buying gold leads to a deficit. And their belief must be proving right as things also seem to be improving for India. For instance, if you look at the last few years, India has increased its gold reserves from 557.74 to 557.77. While this might not seem like a lot, India is also at its highest point in history! In addition to what the country holds, Indian households which are considered the world’s largest hoarders of gold, hold a record 23,000-24,000 tons, which is worth about $800 billion. 9.) Netherlands In the past few years, the Netherlands has held 52% of its foreign reserve in gold. The Netherlands has a reported 612.45 tons. In 2016 it was reported that the bank was looking for a place to store all its gold because they were going to renovate the vaults and needed to moving it. The Dutch central bank is planning to move the country’s gold reserves from the center of Amsterdam to a new complex called the Cash Center. Like most countries, Dutch gold is also held in banks around the world to reduce risk. Security measures to guard the gold 24/7 have become a problem in Amsterdam. 189,000 kilos of gold will be moved at the beginning of 2022. Maybe this is one reason that over the last decade and a half, the Netherlands was selling off tons of gold in order to reduce its reserve. However, there weren’t that many buyers out there and they sold less than the country wanted. More recently the country has had less ambition to sell gold. Currently, the country holds the same amount of tons, 612.45 that they have over the last few years. However, the country has increased its percentage of foreign reserves to 61.2 %. 8.) Japan Japan is another country which had been increasing its gold reserves since the 1960’s. Their official gold holdings were reported at 765.2 tons. About 2.4% of Japan’s gold today is in foreign reserve. Historically, Japan has always held a bit more gold than other countries. This was true until 2011, when they began to sell some of their reserve in order to pump money into the economy after the tsunami and the following Fukushima nuclear disaster. But even with selling, Japan’s central bank has been one of the most aggressive practitioners of quantitative easing. For example, in January of 2016, it lowered interest rates below zero, which has helped fuel demand in gold around the world. 7.) Switzerland Prior to 1997, Switzerland was steadily building its gold reserves. In 1997, the decision was made to sell some of those reserves to bolster the Swiss currency and diversify the foreign reserves. The percent of foreign reserves in Switzerland is currently 6.7 %. Switzerland actually has the world’s largest reserves of gold per capita and currently has reported 1,040 tons. Over time, many citizens in the country started to feel like the bank was getting rid of too much gold. They then banded together with the “Save the Swiss” movement. However, once everyone was able to vote in 2014, the vote came to a no, and gold continued to be sold. During World War II, Switzerland became the center of the gold trade in Europe, making transactions with both the Allies and Axis powers. Today, much of its gold trading is done with Hong Kong and China. Around last year, the Swiss National Bank made a $5.9 billion profit, reportedly from its gold holdings. Experiments and demonstrations on the nature of electromagnetic waves. The nature of electromagnetic waves is demonstrated first with the aid of models and then by a reconstruction of Faraday's experiment on induction. The range of electromagnetic waves is next illustrated, followed by a series of experiments using a klystron. The measurement of wavelengths is introduced by showing standing waves with the Vinycomb model, Sir Lawrence then illustrating the same principles by applying electromagnetic waves to Young's pinhole experiment. From the original programme notes: Sir Lawrence Bragg at the Royal Institution of Great Britain Since 1826 a series of lectures, planned for young people, has been given at the Royal Institution during the fortnight after Christmas. These lectures, 'adapted to a juvenile auditory' to use the nineteenth-century phase, were started as a new venture in science teaching. It is the tradition to illustrate the CHRISTMAS LECTURES with numerous experiments which are on an impressive scale and as far as possible of a novel type. Many experiments first shown in the Royal Institution theatre have become classical bench-experiments in schools and colleges, and many of the best popular scientific books have been based on CHRISTMAS LECTURES. A scheme was launched in 1955 to give corresponding lectures throughout the school year, because it seemed very desirable to use the facilities and traditions of the Institution to the full and thus make it possible for a larger audience to participate. The idea was proposed in the first place to a few science teachers in schools, and with their help it was started in a small way. The lectures had an enthusiastic reception, and the scheme soon grew to its present proportions – over twenty thousand young people now come to the lectures each year. The main idea behind them is to show experiments, illustrating the basic principles of science, which are on too large a scale or involve too complicated apparatus to be readily staged with school resources. The majority of the lectures are on physical subjects, but chemistry and biology are also represented. In 1965, Lord Bowden, who was then Minister of State in the Department of Education and Science, expressed a wish that the lectures given by Sir Laurence Bragg be recorded in the form of films, and arranged that a sum of money be earmarked for that purpose. The series Sir Lawrence Bragg at the Royal Institution is the result of his interest. The films have been commissioned by the Educational Foundation for Visual Aids and shot on the premises of the Royal Institution. At first an attempt was made to film the actual schools' lectures, but there were a number of drawbacks to this procedure. Ideal positions for the cameras were not possible in a crowded lecture room. An hour's talk is too long, the film had to be divided into three or four sections, and it was not easy to tailor beginning and ends to the sections. It was finally realised that it would be much better to shoot each film as a separate project, with no audience and complete freedom for the camera team to take the long shots and close-ups in the best way. The possibility of close-up shots is a great advantage, because it enables effects to be shown which it would be impossible to demonstrate in a large lecture room. The present series consists of sixteen films covering the schools' lectures dealing with magnetism, the properties of matter, and vibrations and waves. It is hoped to include electricity and other subjects in a further series. In the main, the experiments are those actually shown in the schools' lectures, modified for filming where desirable. The action before the camera is in each case carefully rehearsed so that the performance of the experiment is seen as clearly as possible. No attempt however has been made to prepare a 'script'. The talk is quite informal, not a prepared one, in the belief that it will be fresher and more interesting if given in this way. It is hoped that the imperfections, inevitable in an impromptu talk, will be overlooked for the sake of its more personal nature. So, while these women were working on prison reform, education reform, and abolition, they also started talking about equal rights, universal suffrage, temperance, and fair pay. Women like Susan B. Anthony, Carry Nation, Elizabeth Cady Stanton, the Grimkés, and Lucretia Mott strove tirelessly to improve the lot of American women, and it worked, eventually. They Need A Lot of Space Many people visit aquariums hoping to catch a glimpse of sharks up close. Especially the great white, but no exhibit like this exists anywhere in the world. Since 1955, numerous attempts have been made by aquariums to place great white sharks into captivity. 6. Captivity Causes Depression Marine biologists believe that because we are unable to create a suitable artificial environment for great whites in captivity causes them to become depressed. They aren’t at all happy with their new environment. 5. They Injure Themselves A common behavior among great whites in captivity is to ram their heads into the walls of their tanks. There are several theories for why this happens. Some scientists believe that being in a tank disrupts the great white’s keen sense of electroreception, which allows them to sense the electrical charges in the water around them, making it difficult for sharks to detect the tank walls. 4. It’s Expensive From the very first steps of capturing and transporting a great white shark to keeping one in captivity, exhaustive resources are required. When the Monterey Bay Aquarium was tasked with transporting a 4-foot-long great white from Malibu to northern California in 2004, a custom mobile tank had to be built. 3. Not Good For Viewing The introduction of a great white shark exhibit would most likely result in many disappointed customers. A tank large enough to accommodate a great white shark would be impractical in size, making it difficult for hopeful spectators to catch a consistent, close view of the predator. 2. They Do Not Survive in Captivity Generally, there are two possible outcomes when a great white is placed in confinement: death or release back into the wild after a short stint at an aquarium, usually refusing to eat and injuring itself. 1. Public Perception Is Changing Information about the effects of confinement on certain species has become more transparent and accessible than ever in recent years. You can see that here: http://bit.ly/IBBPCoredRockets Project History & More Info: After making my video on Homemade Rocket Fuel (http://bit.ly/DIYRocketFuel) I had a lot of requests on how I built the one that launched at the end of the video. Although that rocket motor worked very well, I wanted to get the process down to a science before making a video about it. This project video shows a slightly different approach to the sugar motor using the same ingredients, and a demonstration of how the rocket motor performs. The main difference is that this is rammed powder as opposed to caramelizing the sugar mix. Sugar rockets are the slowest burning of all rocket fuels, and it's highly unlikely that PVC will explode when using kitty litter plugs and sugar for the propellent. In all my destructive testing, and controlled attempts to get one to fail catastrophically, the PVC was never damaged. All that would happen is that the plugs would blast out. Saying that, I wouldn't use PVC with black power rockets. That is a different story altogether. These motor blasted up over 2,300 feet high without any payload, which has been very consistent with all the motors I made for the project video. Some people wonder how I was able to measure it at 2,300 feet high. It's a rough guess based on my raw video footage. I was able to detect the apogee of the rocket by a timed delay mix showing the arch, then measuring the time from apogee to impact. It was just about 12 seconds exactly, and I entered that into a gravity calculator for falling objects (http://www.gravitycalc.com/) and got a result of 706 meters, which is 2,316 ft. Although the project video shows step-by-step how to build the motors, I would caution anyone wanting to make one to take precautions. These are not toys. They can light things on fire, and fall down on peoples heads, which I imagine could cause serious injury. You may need permits, or only be able to launch these on special experimental launch days with local rocketry clubs. My launch was out in the middle of the dessert, miles and miles away from any people, property and anything flammable. Safety precautions were in place in case anything went wrong. Having said that, I’m very proud of how these little motors perform, and amazed at how cheaply they can be made. Building a Shipping Container Home | EP01Permits and Foundation Design

In Episode 1 we will go over the basic considerations for buying shipping containers, explain how we got building permits for a shipping container house and show how we constructed the concrete foundations. Buying the Shipping Containers: We purchased one trip condition hi-cube containers. California requires that shipping containers used for homes have documentation showing that have not had toxic or radioactive materials in them. This normally means that you need one trip condition containers with appropriate certificates. I bought my containers from https://www.containerdiscounts.com/shipping-containers-for-sale-home-made-modern and paid $4800 each for the 40-foot hi-cube containers and $3250 for the 20-foot hi-cube container. Hi-cube containers are a foot taller than typical shipping containers. Permits: I recommend going in person to the local building department showing them the survey and asking them for a checklist of everything that needs to be completed to get building permits. The survey is important because it shows the building dept both the physical nature of the property and documents its legal boundaries and history. I explained that I wanted to build a shipping container house and asked for a complete checklist of everything I would need to get done and submit in order to get building permits. Architectural Design I used the architecture firm I co-founded, ZeroEnergy Design, to produce the architectural drawings. Even though I am a co-owner I made sure to pay the firm for the hours of preparation that this task would take. It would be unfair to my partners if I used firm resources for my own personal project. I paid $5000 for the creation of the architectural drawings. Structural Engineering I sent the architectural drawings over to the structural engineering firm I hired, and they created the structural details and created a package of calculations showing that these details would meet all code requirements and result in a safe and strong building. This package of drawings and calculations was required by the building dept. My architecture firm primarily practices on the east coast and does not have a stamp in California so I had the structural engineering firm stamp the drawings. The building dept gave me the option of having either the architecture firm or the engineering firm stamp the documents. Foundation design: We ended up building a monolithic on slab on grade concrete foundation. We worked on designs for some piers that would have saved in material costs but then the space underneath the container would have been classified as a crawl space and the bottom of the container would have to be 18” off the ground at a minimum. This would mean I would have to build stairs and railing for all the decks. Grading the site and excavating for the foundation I rented a bulldozer and hired an operator to level a portion of the site where I wanted to place the house. I then rented a back hoe to dig out the footings for the foundation. Building the forms The forms were built out of 2x8s screwed to steel stakes that we hammered into the ground. Reinforcement We used #4 rebar to reinforce the concrete. This was wired together to match the structural drawings. Concrete Day Concrete day was pretty exciting. We had to pump the concrete to one of the foundation slabs because the truck couldn’t get close enough without driving over the other forms. A portrait of an end-time thinker who nevertheless does not give up hope and continues to believe in the power of nature. Thinker and writer Paul Kingsnorth stood early on the barricades as a conservationist. He resisted the insatiable hunger of the globalized world for more land, resources and things in England and on the other side of the world in Papa New Guinea. Kingsnorth was one of the leaders of the environmental movement and reached a large international audience with its passionate speeches. But at some point, he came to terms that he had to revisit his belief that humanity could save the world. In his bundled essays "Confessions of a recovering environmentalist" (2017) he describes how some weak-kneed accountants of this world hollowed out the green movement from the inside and exchanged the barricades for ties and conference tables. Limiting CO2 emissions became the new gospel because it was measurable and countable. But according to Kingsnorth, that is an illusion. He thinks that in his victory rush, the green movement of today exchanges the remaining wild nature for a wind or solar panel farm. The battle is lost. Kingsnorth withdrew with his family to the Irish countryside to live self-sufficient. He founded the "Dark Mountain Project" in which writers, poets and artists are looking for a different view of the end of the world, based on the connection between man and nature. He exchanged his clenched fist and protesting voice for an inner, literary search for the question of what makes us human and what our place is on this magical planet. The questions will be displayed in the video Resources in and Industrialism in Canada (1) While the much-anticipated expansion of the western frontier was unfolding in accordance with the design of the National Policy, a new northern frontier was opening up to enhance the prospects of Canadian industrial development. # Long the preserve of the fur trade, the Canadian Shield and the western Cordilleras became a treasury of minerals, timber and hydroelectric power in the late 19th and early 20th centuries. As early as 1883, CPR (Canadian Pacific Railway) construction crews blasting through the rugged terrain of Northern Ontario discovered copper and nickel deposits in the vicinity of Sudbury. ## As refining processes, uses and markets for the metal developed, Sudbury became the world's largest nickel producer. The building of Temiskaming and Northern Ontario Railway led to the discovery of rich silver deposits around Cobalt north of Lake Nipissing in 1903 and touched off a mining boom that spread northward to Kirkland Lake and the Porcupine district. ### Although the economic importance of these mining operations was //enduring, they did not capture the public imagination to the same extent as the Klondike gold rush of the late 1890s. #### (2) Fortune-seekers from all parts of the world flocked to the Klondike and Yukon River valleys to pan for gold starting in 1896. At the height of the gold rush in 1898, the //previously// unsettled subarctic frontier had a population of about 30,000, more than half of which was concentrated in the newly established town of Dawson. In the same year, the federal government created the Yukon Territory, administered by an appointed commissioner, in an effort to ward off the prospect of annexation to Alaska. Even if the economic significance of the Klondike strike was somewhat exaggerated and short-lived, the tales of sudden riches, heroic and tragic exploits, and the rowdiness and lawlessness of the mining frontier were immortalized through popular fiction and folklore, notably the poetic verses of Robert W. Service. (3) Perhaps less romantic than the mining booms, the exploitation of forest and water resources was just as vital to national development. The Douglas fir, spruce, and cedar stands or British Columbia along with the white pine forests of Ontario satisfied construction demands and the treeless prairies as in the growing cities and towns of central Canada and the United states. British Columbia's forests also supplied lumber to Asia. In addition, the softwood forest wealth of the Cordilleras and the Shield was a valuable source of pulpwood for the development of the pulp and paper industry, which made Canada one of the world's leading exporters of newsprint. //Furthermore//, the fast flowing rivers of the Shield and Cordilleras could readily be harnessed as sources of hydroelectric power, replacing coal in the booming factories of central Canada as well as in the evolving mining and pulp and paper industries. The age of electricity under public ownership and control was ushered in by the creation of the Ontario Hydro-Electric Power Commission (now Ontario Hydro) in 1906 to distribute and eventually to produce this vital source of energy. (4) Western settlement and the opening of the northern resource frontier stimulated industrial expansion, particularly in central Canada. as the National Policy had intended, a growing agricultural population in the West increased the demand for eastern manufactured goods, thereby giving rise to agricultural implements works, iron and steel foundries, machine shops, railway yards, textile mills, boot and shoe factories, and numerous smaller manufacturing enterprises that supplied consumer goods. // By keeping out lower-priced foreign manufactured goods, the high tariff policies of the federal government received much credit for protecting existing industries and encouraging the creation of new enterprises. // To climb the tariff wall, large American industrial firms opened branches in Canada, and the governments of Ontario and Quebec aggressively urged //them// on by offering bonuses, subsidies, and guarantees to locate new plants within their borders. Canadian industrial enterprises became increasingly attractive to foreign investors, especially from the United States and Great Britain. Much of the over $600 million of American capital that flowed into Canada from 1900 to 1913 was earmarked for mining and the pulp and paper industry, while British investors. contributed near $1.8 billion, mostly in railway building, business development, and the construction of urban infrastructure. As a result, the gross value of Canadian manufactured products quadrupled from 1891 to 1916.

"Early Globalization and the Slave Trade" Trips around the world were essential for sustaining slavery by Robert Harms http://yaleglobal.yale.edu/content/early-globalization-and-slave-trade "The demise of the French East India Company in 1706 (it was later resurrected as the Company of the Indies) caused a problem for French slave traders. It was impossible for them to remain competitive in the slave trade without ready access to cowry shells and Indian textiles. So vital was the Asian trade to the slave trade that a consortium of merchants raised over a million livres to start a company to replace the defunct French East India Company. In requesting authorization from the French Council of Commerce, the merchants cited the difficulties they were having in obtaining the products of Asia that were vital for the slave trade. The slave trade could not function successfully, they argued, unless they had direct access to cowry shells and Indian textiles. The government denied the merchants' request and instead formed the Company of the Indies, which was given a monopoly over both the Asia trade and the slave trade. The integration of France's Asia trade with the slave trade was now complete. Ships returning from Asia unloaded their textiles and cowry shells at the company port of Lorient on the Brittany Coast of France, and the goods were immediately reloaded onto company slave ships bound for Africa. The Asia trade supplied necessary trade goods for the slave ships, and the slave ships provided a steady market for the Asian products. The only flaw in the company's system was that it failed to integrate itself into the direct trade with the New World. That flaw proved fatal. After the Company of the Indies abandoned its monopoly on the slave trade in 1725, a new system emerged that endured for decades. The company brought Indian textiles and cowry shells to its home port in Lorient, where it sold them to private slave traders who exchanged them for slaves in Africa. The slaves were then carried to the New World and exchanged for sugar. Roughly half of that sugar was carried back to France on slave ships, and the other half was carried by direct traders. The triangular slave trade, the Asia trade, and the direct trade to the New World formed an integrated system. No segment of it could survive without the others. It is a tragic irony that the archaic institution of slavery played such a crucial role in the 18th century development of the modern world economy."

As with everything, I've put a lot of thought into our choices for this year and after getting to know the best way K learns and what she enjoys most, here's how we built our Year 5 Curriculum. Of course, I had some input from K too because it's always important to make her feel like she's involved in her own education too. It was at about the same time the enquiries were made that many western countries including the US had said that an independent international probe was needed to investigate the alleged human rights violations committed as the civil strife came to an end. This week, we were struck with what WASN’T being talked about - especially in government related media like the Official Bulletin - the government’s daily war gazette - published for the President by George Creel’s Committee on Public Information or the American Expeditionary Forces’ weekly Stars and Stripes newspaper. This is the week, on March 21st, that the Germans slammed down their hammer with the first phase of their spring offensive.   With that as a setup, let’s jump into our Centennial Time Machine and roll back 100 years to the week that launched the definitive 6 months of DO or DIE -  in the War that Changed the World! World War One THEN 100 Year Ago This Week It’s the third week of March, 1918 And to review the situation once again, Even before the Brest-Litovsk Treaty earlier this month, which successfully wraps up the war on Eastern Front for the Germans - the front collapsing has been freeing up massive resources of men, arms and munitions which are now being re-deployed to the Western Front. Germany's General Erich Ludendorff plans a massive spring offensive designed to separate the British and French armies and force a surrender which the Germans feel pressure to do -  before the American troops can affect the outcome. The offensive is code named Operation Michael, and unbeknownst to the allies is scheduled for March 21st., 1918. Though the Allies could have   been more prepared, they surely were not surprised. Most historians agree that the only surprise is the specific day and the specific location for the offensive’s launch. In fact,  by mid-February 1918, the buildup of both men and heavy artillery on the German side had become too large to dismiss any doubt of a coming attack. In a letter from Sir Douglas Haig, Commander in Chief of the British Armies, written after the fact, he describes aerial operations revealing expanded ammunition and supply dumps all along the Western Front, but with a clear buildup in the Arras sector, leading Haig to believe that this is the most probable place for a German offensive to take place. By some accounts, the actual date of Operation Michael is uncovered by British intelligence a few days before the fact. Unfortunately, defenses are still being prepared on March 21st. Even more unfortunately, General Haig has decided to strengthen his left wing at the expense of his right, and his right wing is exactly where the full force of the German hammer comes down.   According to historian Robert Doughty, French intelligence also discovers a high probability of a German attack at Arras, but the lack of a overarching structure connecting the two armies hampers collaboration. The House Natural Resources Committee held a full committee hearing on "Climate Change: Impacts and the Need to Act" Wednesday, February 6. Congressman Kilili questioned Governor Roy Cooper (North Carolina) and Governor Charlie Baker (Massachusetts) on how to better prepare for natural disasters. --------------------------------------------------------------------------------------------------------------------------------------------- Congressman Gregorio Kilili Camacho Sablan is the first and only person to represent the people of the Northern Mariana Islands in the U.S. House of Representatives. He began service on January 6, 2009 and has been reelected to office five times. In the 116th Congress the Congressman became Chair of the Subcommittee on Early Childhood, Elementary and Secondary Education of the House Committee on Education and Labor and is a Member of the Subcommittee on Higher Education and Workforce Investment. He also serves as Vice Chair for Insular Affairs on the House Committee on Natural Resources with leadership responsibility for all insular area issues and is a Member on its Water, Oceans, and Wildlife Subcommittee. As the lone representative of the Marianas in Congress, Sablan has also been granted a waiver from the Democratic Caucus Leadership for membership on a third committee. Because of the large number of veterans in the Marianas and the need to improve services to them, Congressman Sablan selected the House Veterans' Affairs Committee. He serves on the Disability Assistance and Memorial Affairs Subcommittee. During his six terms in office Congressman Sablan has been responsible for legislation increasing funding to Northern Mariana Islands schools and individual students, to the Commonwealth Healthcare Center, and for water and sewer projects in his district. He expanded federal food and energy assistance for low-income families in his district. And his legislative work resulted in the return of ownership of submerged lands around the Northern Marianas to the people he represents. Congressman Sablan has also taken an active hand in easing the transition from local to federal management of immigration in the Northern Marianas through assistance to individuals, working closely with the U.S. Departments of Homeland Security and Labor on implementing policy, and by enacting into law extensions of a number of transitional policies. Kilili was born on the island of Saipan on January 19, 1955. He is one of seven children from a large extended family with Chamorro and Hispanic roots. At the age of 11 Kilili moved to the island of Chuuk to attend the Jesuit Xavier High School, then the only high school in the Trust Territory of the Pacific Islands. Being the sole Chamorro student, Kilili learned how to adapt to new environments and institutions and to find common ground with people from different cultures and backgrounds—skills which have served him well as a Member of Congress. Kilili graduated from Marianas High School on Saipan, then attended the University of Guam before continuing college in Berkeley, California. A family crisis brought him home before his studies were complete, but it was during his college days that Kilili decided to go into public office. He began service in the administration of the Commonwealth of the Northern Mariana Islands’ first Governor, Carlos S. Camacho, and then was elected to the 3rd Northern Mariana Islands Legislature in 1981. Kilili was appointed to be a special representative to negotiations with the federal government on continuance of the financial assistance to the islands that had begun with Section 702 of the Covenant of Political Union between the Northern Mariana Islands and the United States. Kilili and his colleagues won a seven-year, full faith and credit commitment from the U.S. for $228 million. This allowed the Commonwealth to secure immediate, “front-end” funding for much-needed capital improvement projects. After two terms in the Legislature, Kilili was selected to be a Special Assistant in Washington, DC to United States Senator Daniel K. Inouye of Hawai’i, then served in the administrations of Commonwealth Governors Froilan C. Tenorio and Pedro P. Tenorio, before being appointed as Executive Director of the Commonwealth Election Commission. Kilili served in the Army Reserves from 1981 to 1986. He is married to Andrea Sablan, and has six children and five grandchildren.

Kilili and his colleagues won a seven-year, full faith and credit commitment from the U.S. for $228 million. This allowed the Commonwealth to secure immediate, “front-end” funding for much-needed capital improvement projects. After two terms in the Legislature, Kilili was selected to be a Special Assistant in Washington, DC to United States Senator Daniel K. Inouye of Hawai’i, then served in the administrations of Commonwealth Governors Froilan C. Tenorio and Pedro P. Tenorio, before being appointed as Executive Director of the Commonwealth Election Commission. Kilili served in the Army Reserves from 1981 to 1986. He is married to Andrea Sablan, and has six children and five grandchildren.
