He was a self-taught designer and architect who championed pre-fabricated homes in the 50s and 60s but his real passion was the future. In 1969, he published a book called Looking Forward, which imagined a future society where technology has made it possible for everyone to have their needs met. He continued on this line of thinking for the rest of his life, eventually forming The Venus Project with Roxanne Meadows, advocating for a resource-based economy. And that social model is an entirely new economy that is not based on money, where automation and technology provides all our basic needs, nobody has to work, there’s no crime, no poverty, no waste, and it’s totally sustainable. The Venus Project’s plan for smart cities is to incorporate a circular design, with the central hub housing the core of the cybernated system that controls resource management, educational and healthcare facilities, and communications networks. Radiating out from there in all directions are concentric rings of buildings housing office space, institutions, and research laboratories. Surrounding that is a green belt providing recreation and parks, then a residential belt with pre-fabricated homes. From there, we find a band of apartment buildings and high-rises, again made from preformulated, modular pieces that also contain entertainment venues, theaters, and restaurants. Then an agricultural belt that grows all the food for the city along with hydroponic, aquaponic, and aeroponic facilities. A circular waterway surrounds the agricultural belt for irrigation, and last but not least, a second recreation belt with paths for walking and biking, golf courses, and outdoor activities. Anybody who’s been to Disney World in Florida or just watched the Disney Channel when they were kids knows about Epcot Center, but what you may not know was that the original plan for Epcot was something much, much more ambitious. Epcot stands for Experimental Prototype Community of Tomorrow. According to Disney’s vision, it would be an ever-evolving city designed to test the newest and greatest ideas in housing and urban planning. It would be connected by monorail to the theme park and would house the employees of the park. But Epcot is not alone. From Octagon City in 1850’s Kansas to England’s Ebenezer Howard and his radial Garden City at the turn of the century to Broadacre City, planned by none other than Frank Lloyd Wright, the circular, modular city of the future is something that always seems to be planned… but never executed. Earlier this year a company called Sidewalk Labs, a subsidiary of the Alphabet umbrella that includes Google, purchased 12 acres of waterfront property in Toronto, with the goal of testing out smart city designs and technology. Just last week, Bill Gates purchased land outside of Phoenix Arizona with the purpose of creating a smart city, though we don’t have any idea on designs for that yet. And in South Korea, a major smart city project called Songdo has been under construction for the last few years, but it seems to be short of reaching its goals and over budget. It’s supposed to be finished in 2020.

Matt highlights the work of the organizations that have been leaders throughout Indiana in providing permanent supportive housing for the chronically homeless in our community. Dr. Matt Hanka is Associate Professor of Political Science and Public Administration at the University of Southern Indiana. Hanka earned a B.A. in History and Politics from The Catholic University of America in Washington, DC, and an M.A. in Political Science and a Ph.D. in Urban and Public Affairs, both from the University of Louisville. Hanka’s academic work has been published in such journals as American Review of Public Administration, Community Development, Housing Policy Debate, Housing and Society, Journal of Urban Affairs, Journal of Urbanism, Local Environment, Planning for Higher Education, and Journal for Public and Nonprofit Affairs. Under Title VIII or the Georgia Fair Housing Act, many claims involve allegations that a resident or applicant was treated unfairly because of his or her race, family status, or disability. Claims may include alleged violations of the design and construction requirements of the Fair Housing Act Amendments of 1988. The firm also defends fair housing litigation claims filed in federal and state courts.

The City Of Las Cruces is proposing an arroyo management plan to better co-ordinate housing developments around arroyos prone to flooding. But as Simon Thompson reports property developers say more regulations and the cost of additional infrastructure will damage the city's housing market. This is an arroyo during a storm, running like a river through a residence property. Octavio Vela lives in the Linda Vista estate development just outside the Las Cruces city limits in Dona County. His house is just yards away from where the flow of this arroyo during a storm. He is concerned about the damage it could do to his property. ”None of the potential problems were disclosed - the potential flooding issues and stuff like that were never disclosed it was just a matter of here is the property" Whether it was lack of research or it was willfully left undisclosed by developers the arroyo wasn’t factored into the development design plans that were presented to the county and ultimately approved. The County flood commission has since acknowledged that that arroyo was completely overlooked when they gave it the go ahead. As the Las Cruces expands City Planner Carol Mcall says ultimately it is the city that will inherit and have to manage these oversights. “There is a possibility that you will buy property that will you know be washed away in a flash flood” The county and the city do have codes and ordinances related to storm water and arroyos but. But McCall says they don't go far enough to stop developers from cutting corners and taking the cheapest options available. “I think there should be something that says people cannot build in the arroyo’s” So McCall is putting together a consolidated arroyo plan for the city It is proposing more extensive drainage studies and floods assessments and raising the requirements flood control infrastructures. In cases where land isn’t already privately owned it would establish buffer zones between arroyos and where houses could be built. “Those are things that happen infrequently but when they do happen they are pretty serious” Property developer Max Bower is concerned about the extent of what is being proposed. “The whole city is an arroyo, if you want to pull back on the lens” Bower says more rigorous regulations would lock up a lot of land in the city and dramatically increase the cost of building houses, costs that would be passed on to the consumer or all tax payers if the city ends up paying for the infrastructure. “We are concerned that those are going to be costs and expenses that are going to be in excess of what this market can handle” But experience in Dona Ana County suggests the city rules may be needed to protect homeowners. Octavio Vela says when he calls the Linda Vista Estates developer to take care of flooding issues the developer says he is retiring and moving to California. “He’s more or less trying to wash his hands of the whole thing I suspect when he first started the subdivision he expected to come in build houses, develop the property make a lot of money then move on” So now it is left to Vela to deal with the problem. McCall says the plan being developed would hold developers more accountable for their work and provide resources for home buyers to be more informed about flood risk associated residential areas in the city. "For someone who doesn't live here it is a challenge to learn everything that you need to know" she says "For someone who doesn't live here it is a challenge to learn everything that you need to know. If you are thinkining about buying property near an arroyo. Storm water management and flood control are very, very complicated, technical topics" At this point in time the Las Cruces arroyo management plan is just a guiding document and is still being developed. We visited Jacques Fresco and Roxanne Meadows, at the Venus Project in Venus, Florida, on 27 December 2008. In this section Jacque is discussing the housing and aviation types. http://www.thevenusproject.com Jacque Fresco is an industrial designer, author, lecturer, futurist, inventor, and a pioneer in the field of human factors engineering, based in Venus, Florida, USA. Fresco has worked as both designer and inventor in a wide range of fields spanning from biomedical innovations to totally integrated social systems. He believes his ideas would maximally benefit the greatest number of people and he states some of his ideas stem from his formative years during the Great Depression. In the mid-1970s, he started The Venus Project and the non-profit organization Future by Design together with Roxanne Meadows, that reflects the culmination of Frescos life work. To this day he writes and lectures extensively on subjects ranging from the holistic design of sustainable cities, energy efficiency, natural resource management and advanced automation, focusing on the benefits it will bring to society. A major theme of Fresco's is the concept of a resource-based economy that replaces the need for the scarcity-oriented monetary economy we have now. Fresco argues that the world is rich in natural resources and energy and that — with modern technology and judicious efficiency — the needs of the global population can be met with abundance, while at the same time removing the current limitations of what is deemed possible due to notions of economic viability. He gives this example to help explain the idea: "At the beginning of World War II the U.S. had a mere 600 or so first-class fighting aircraft. We rapidly overcame this short supply by turning out more than 90,000 planes a year. The question at the start of World War II was: Do we have enough funds to produce the required implements of war? The answer was No, we did not have enough money, nor did we have enough gold; but we did have more than enough resources. It was the available resources that enabled the US to achieve the high production and efficiency required to win the war. Unfortunately this is only considered in times of war." Fresco states that for this to work, all of the Earth's resources must be held as the common heritage of all people and not just a select few; and the practice of rationing resources through monetary methods is irrelevant and counter-productive to our survival.
