Employment status refers to the legal nature of the employment relationship in a governmental entity. A variety of employment systems are associated with each type of legal status. The wide range of legal standards and regulations affecting employees present a formidable challenge to HRM officials. They must balance them with the managerial needs of their agencies and educate managers in the best practices that they engender. This is difficult to achieve, in part because the case law of the courts changes fairly rapidly and the evolving standards are often difficult to understand and apply with confidence.

Alarmed by the nonsensical ideas of Transactional Analysis, Patrick Vermeren set out on a mission to reveal the truth about the many HR theories, models and questionnaires. The academic literature revealed that most HR practices (in recruitment, assessment, development, coaching…) are very problematic and some even dangerous. In this Talk valid alternatives are presented. Patrick Vermeren has been active as a consultant, trainer and coach since 1996. He built on his experience at major Belgian banks ( Cera and Dexia) and an American multinational ( Procter & Gamble). Since he joined Perco he advises HR professionals and he guides groups and individuals in the areas of leadership, coaching and facilitating decision making in groups ( participation). He also assists CEOs, managers and high potentials through training and personal coaching. Thus, HRM is increasingly seen as a legitimate business activity linked to organizational strategy and to the achievement of competitive advantages.54 It has been noted that one of the reasons for such a shift in emphasis is that some of the traditional sources of competitive advantage, including technology, economies of scale, and patents, have greatly diminished in value over time.55 At the same time, it is the employees per se, or the workforce in general, who have emerged as an important source of competitive advantage. This has had a direct impact on the practice of HRM in that effective HRM is widely considered to be the key to realizing this potential from the employees for the firm.56 ...

These might include common project roles by project type, standard safety procedures, and standardized performance appraisals. 9.1.1 Develop Human Resource Plan: Inputs • Activity resource requirements The activity resource requirements document describes the resource needs at the activity level. It focuses on the resource types and quantities needed, and it helps determine the competencies that will be needed for the project. • Enterprise environmental factors Any of the many enterprise environmental factors and systems that influence the project should be considered. These factors can include its personnel, its organizational culture, and marketplace conditions, which influence the types of resources available to fill the roles needed. • Organizational process assets Organizational process assets are the source of existing policies, processes, organizational data, and knowledge. The organization may have standardized project role descriptions and templates. Lessons learned from past projects will also help in developing the human resource plan. 9.1.2 Develop Human Resource Plan: Tools and Techniques • Organization charts and position descriptions These documents describe the project roles, hierarchy, reporting relationships, and responsibilities. The model was developed based on advice given by more than 1,200 practitioners who participated in focus groups; survey responses provided by more than 32,000 other professionals; and analysis of multiple performance outcomes that were linked back to the competencies. Ideally, awareness and consideration of these competencies should guide the professional development of HR leaders. In addition, individuals’ application of these competencies will often vary as they progress through their HR careers, from the early and middle levels to the senior and executive levels. The broad range of issues faced by HR professionals has made involvement in professional associations and organizations important. Certifying knowledge and competency is a trend in many professions, and HR illustrates the importance of certification by making many types available. Given that some people enter HR jobs with limited formal HR training, certifications help both individuals and their employers ensure that appropriate HR practices are implemented to improve the performance of their organizations.
