Virtually all but the smallest local governments and special districts in the country now have a separate human resource management group with specialists to help manage a variety of complex functions. In this course, we will briefly describe the nature of human resource management in public administration and introduce you to the topics typically associated with the field. Human Resource Management comprise the formal systems designed to manage people in an organization. Providing legal protection and process for public employees remains a vital function of public HR practitioners. We do not want public employees unduly interfered with or harmed for performing important and lawful public services. And, the public sector is obligated to respect the rights of all persons, and this includes employees. An extensive variety of rules govern the treatment of public employees, and many derive from employment status. Employment status refers to the legal nature of the employment relationship in a governmental entity. A variety of employment systems are associated with each type of legal status. The wide range of legal standards and regulations affecting employees present a formidable challenge to HRM officials. They must balance them with the managerial needs of their agencies and educate managers in the best practices that they engender. This is difficult to achieve, in part because the case law of the courts changes fairly rapidly and the evolving standards are often difficult to understand and apply with confidence.

Thus, HRM is increasingly seen as a legitimate business activity linked to organizational strategy and to the achievement of competitive advantages.54 It has been noted that one of the reasons for such a shift in emphasis is that some of the traditional sources of competitive advantage, including technology, economies of scale, and patents, have greatly diminished in value over time.55 At the same time, it is the employees per se, or the workforce in general, who have emerged as an important source of competitive advantage. This has had a direct impact on the practice of HRM in that effective HRM is widely considered to be the key to realizing this potential from the employees for the firm.56 ...

Prof. Roddrick Colvin's presentation on ancient and contemporary applications of human resource management theory. Scholars disagree on whether or not human resource management differs between the private and the public sectors, but it is clear that some of the essential principles of the field are remarkably constant. Using the Egyptian pyramids, the Great Wall of China, and the international space station as examples, Prof. Colvin explains how and why human resource management at its core has remained the same for 4,000 years. Roddrick Colvin is an Associate Professor of Public Administration at John Jay College of Criminal Justice at the City University of New York (CUNY). He has published numerous articles on employment policy, minority rights, hate crimes, and international human rights policies in peer-reviewed journals, including the International Journal of Public Administration and the Journal of Public Management and Social Policy. At CUNY, Prof. Colvin currently teaches courses in public administration, human resource management, and policy analysis. He has also served on the board of the New York State Political Science Association and is a member of the American Political Science Association. Prof. Colvin holds an MPA in Public Administration from Seattle University and a PhD in Public Administration from the State University of New York in Albany. Pr. Colvin is in Tbilisi as a part of the EWMI G-PAC Master's in Public Administration (MPA) program, which is established in cooperation with the Ilia State University and the Columbia University. EWMI G-PAC is funded by the United States Agency for International Development (USAID) and implemented by East-West Management Institute (EWMI). The impact of human resource management (HRM) policies and practices on firm performance is an important topic in the fields of human resource management, industrial relations, and industrial and organizational psychology (Boudreau, 1991; Jones & Wright, 1992; Kleiner, 1990). An increasing body of work contains the argument that the use of High Performance Work Practices, including comprehensive employee recruitment and selection procedures, incentive compensation and performance management systems, and extensive employee involvement and training, can improve the knowledge, skills, and abilities of a firm's current and potential employees, increase their motivation, reduce shirking, and enhance retention of quality employees while encouraging nonperformers to leave the firm (Jones & Wright, 1992; U.S. Department of Labor, 1993).
