Residents of Sevastopol, itself a separate federal city of Russia, were seen claiming their pensions at an office in the city, Monday. The minimum monthly pension now stands at 7,200 rubles (€154; $209) and the average pension amounts to 10,600 rubles (€226; $308). The average value of payments to pensioners who are former employees of internal ministries and departments amounts to 17,500 rubles (€374; $508). The increase took place in two stages. On April 1 payments rose by 25 percent and on June 1 pension payments were boosted by a further 75 percent. Crimea acceded to the Russian Federation on March 21 this year, becoming the Republic of Crimea. Russian/Nat U-S officials are hoping for an agreement on closer ties between Russia and NATO when Presidents Clinton and Yeltsin meet in Moscow Wednesday. Russia strongly objects to NATO expanding up to its borders and its defence minister has even threatened retaliation if the Western alliance moves further east. But APTV, during an exclusive visit to Russia's Northern Fleet at Murmansk, discovered that some of the country's key forces would be ill-prepared to carry out such a retaliation. On a peninsula to the north of Murmansk lie the berths of Russia's main atomic submarine base. Just 80 kilometres away across the water is Norway - a country which joined NATO for fear of a Soviet invasion. Despite détente, the submarines still put to sea in preparation for future conflicts. But following the break-up of the U-S-S-R and Russia's economic decline, the fleet, once the pride of the Soviet navy, has fallen onto hard times. Scarce funds have forced down the number of hours submarines are at sea, thus affecting the preparedness of the Russian fleet. SOUNDBITE: (In Russian) \"The navy is in a state of collapse. There is no money to build new vessels and those that are afloat have become obsolete because of lack of funding.\" SUPER CAPTION: Sergei Soroka - First Officer Officers used to be tempted to the arctic port by big bonuses as compensation for the harsh climate and living months in cramp conditions underwater. But military cutbacks have put a stop to such payments. Now the commander of a sub carrying up to 24 atomic warheads receives only 240 U-S dollars a month - his men less than half this amount. Last year, sailors refused to go to sea for two months because the government was unable to pay their wages. Morale is low even among the most loyal and long-serving of officers. In the past 2 years the value of Russian ruble has dropped by about a factor of 3 - from 33 rubles per 1 US dollar in January 2014, to over 85 rubles per 1 US dollar in January 2016. Visa and MasterCard, the world's two biggest payment networks, both announced Friday, December 26, 2014, they're stopping services in Crimea. "Visa is now prohibited from offering Visa-branded products and services to Crimea," the company said in a statement. "This means that we can no longer support card-issuing and merchant/ATM acquiring services in Crimea." The move comes after a recent executive order from President Barack Obama. The U.S. has been imposing sanctions since Russian President Vladimir Putin annexed the Crimean peninsula from Ukraine in March. A ferry loaded with produce and construction materials from Turkey arrived in Sevastopol in Crimea on Saturday. It is the first time that Turkey has delivered goods to the Russian peninsula since diplomatic relations between the two countries became strained last year. Footage shows the ferry being unloaded and trucks picking up stocks of fresh fruit produce that had arrived from the Turkish port city of Zonguldak. The Ukrainian General Staff has reacted to Russian drills in Crimea. Acts of Russia were named as illegal, they also threatened Russia with counter measures. As Vladislav Seleznyov, the Ukrainian General Staff spokesman, said, Kiev would keep a close eye on the maneuvers. ‘The General Staff of Ukraine has a range of plans on prompt response to any challenges from Russia, regardless of place where they occur,’ he noted. However, he refused to reveal any details. He pointed out, that the ‘Ukrainian analysts’ who follow the exercises, figure out risks and make amendments to plans on preparation of their units. As Pravda.Ru reported, large-scale drills of the Russian Airborne forces, the Black Sea Fleet and the Aerospace Forces were started in Crimea. The Novorossiysk, Kamyshin and Ulan-Ude Air Assault Divisions are engaged, as well as some forces and means of the Black Sea Fleet, and the 4th Army of the Air Forces and Air Defence of the Southern Military District. Frank-Walter invented it for identifying practical and universally acceptable ways of implementing the task set in the Minsk Accords to grant special status to Donbass. We actively supported that. But the authorities in Kiev have now hindered the implementation of the 'Steinmeier formula.' They wish to revise the Minsk Accords once again." Today sees the introduction of the Russian national payment card. The move is a response to global sanctions imposed against Russia by the EU and US over Ukraine. Last year Russia's lower house backed a law that stipulated all payment transactions must be processed within the country. Ukraine, Crimea and Russia Ukraine is an independent nation, the largest by land mass of nations located totally within Europe. The nation is bordered by the Russian Federation to the east and northeast, Belarus to the northwest, Poland, Slovakia and Hungary to the west, Romania and Moldova to the southwest, and the Black Sea and Sea of Azov to the south and southeast. Ukraine is a former member of the Union of Soviet Socialist Republics. Its Eastern regions contain many ethnic Russians and Russian speakers. Crimea was a semi-autonomous region of Ukraine jutting out into the Black Sea. This region has strong historic ties to Russia itself and a majority of its population speaks Russian and identifies with Russia. Crimea is also the home of the Russian Federation's only warm water naval base. A major economic factor in this equation is that virtually all of the oil and natural gas pipelines that send Russian supplies to Europe pass through Ukraine. Anyone investing in oil and natural gas will be interested in how all of this turns out. Unrest in Ukraine Leads to Loss of Crimea Months of recent political unrest have led to the overthrow of an apparently corrupt president of Ukraine. The man fled to Russia. A new government in Ukraine wishes closer ties with the West although it has made no move to reduce ties with the Russian Federation. However, the Russian Federation led by Vladimir Putin seems to have provoked a bloodless coup d'état in Crimea. The new government put the matter of where to belong to a vote and Crimea ended up picking the Russian Federation. Russia has obliged and with Russian troops massed on the Eastern border of Ukraine Mr. Putin says that he is taking Crimea because of its large Russian ethnic population and because it wants to be part of Russia. He says that he has no other interest in parts of Ukraine although Russian troops are still present on Ukraine's Eastern borders. What Are The Stakes in Ukraine, Investing in Russia and the Crimea Fallout? Take a look at the map. Huge amounts of natural gas and petroleum pass via pipelines from oil fields in the Russian Federation to the European Union. The stakes are enormous if the situation in the region does not settle down. An important part of this is that the current Russian leader, Vladimir Putin, believes that the breakup of the USSR was the worst disaster ever for Russia. The USSR was a huge trading block, military power, economic power and trading zone. The Russian Federation is large but substantially smaller than the USSR. The USSR suffered unimaginable losses 1 in World War II in fighting the German army. A big part of why the Russians wanted to control Eastern Europe was that they never wanted to fight again on the soil of the Motherland. The Ukraine was one of Soviet Republics with substantial agricultural and industrial resources. The Crimea is historically Russian and a naval asset. It is unlikely that Russia will ever want to give the Crimea back to Ukraine. With these thoughts and figures as a background we can see that this is a deep seated issue that links into international commerce and power politics. Anyone interested in investing in Russia needs to pay attention. The US defense department denies a report that one of its surveillance drones has been intercepted over Ukraine's Crimea region. The Pentagon says there is zero truth to the claims by a Russian state arms and technology firm that it downed an American U-A-V on Friday. Earlier, Moscow-based company Rostec said that a complex radio-electronic operation was used to break the link between the alleged aircraft and its American operator. The firm added that the drone fell almost intact into the hands of pro-Russian forces in Crimea.

India, Russia weigh Rupee Rouble trade for defence deals

Efforts to break the logjam over Russian defence deals because of US sanctions have zeroed in on a rupee-rouble transfer as the only way out but both sides are finding it difficult to find banking institutions through which such payments can be routed. Financial sanctions by the US have hit India’s arms trade with Russia hard, with payments for weapons and equipment worth over $2 billion getting stuck, including those for critical projects such as the repair of leased nuclear attack submarine INS Chakra. Senior officials told ET that after several rounds of consultations, it has become evident that a rupee-rouble transfer-–pegged on the exchange rate of an international currency—is the solution. As of now, India signs defence contracts with Russia for which payments are made in US dollars. With US sanctions making this impossible, contract payments have been frozen since April. A top official said that a foreign currency-—say the Singapore dollar-—could be used as the benchmark and contract payments would be conducted directly. However, the two nations are still struggling to find banks that would run the risk of facing US sanctions for transferring the money. Sources said that on the Indian side, the banks being talked to include Vijaya Bank and Indian Bank. On the Russian side, its largest banking entity in India, Sberbank, was involved in talks. However, the Russian bank has not given any commitment on making the payments. A decision is still to be taken but the idea is to involve banks with the least exposure to American sanctions. Other options that were looked at included payments to non-sanctioned entities in Russia after its flagship arms trading company Rosoboronexport came under sanctions by the US Office of Foreign Assets Control (OFAC). “This option was decided against as it would have opened up a lot of legal and audit issues, especially as defence deals are looked at very closely. No one wanted to take a chance,” a top official involved in talks to resolve the issue told ET. US sanctions ban business ties with entities designated as Specially Designated Nationals (SDN). After fresh notifications in April named Rosoboronexport, Indian banks were pressured into freezing all lines of credit (LoCs) to Russian arms companies, resulting in all deals coming to a halt. Payments worth over $100 million were blocked in less than a month with payments of over $2 billion facing uncertainty. This includes a payment of over $15 million to Russia that would have been used to repair the damaged INS Chakra nuclear submarine that met with an accident in late 2016. Also impacted are ongoing submarine repairs besides purchases of missiles and ammunition. The signing of a $5-billion deal to purchase the S400 air defence system from Russia is also under a cloud. The US has imposed sanctions against Russia for interfering in the 2016 presidential election and its actions in Crimea, Ukraine and Syria. Putin signs bill completing annexation of Crimea as sanctions take hold

Russian President Vladimir Putin on Friday signed legislation to complete the annexation of Crimea, a defiant step that came just a day after President Obama expanded sanctions against the Russian leader's top aides and reputed financial associates. The signing followed the unanimous passage of the legislation in the Federation Council, Russia's upper house and came just hours after the first signs emerged in Russia of the bite from American sanctions. Two Russian banks said that Visa and MasterCard are no longer handling transactions for its account holders, and Interfax news service reported on Friday that two other banks were also affected. Several hundred thousand cardholders will be affected, according the Russian central bank.
