Russian Direct Investment Fund (RDIF) CEO Kirill Dmitriev announced the creation of a new investment fund worth $10 billion (€8.81 billion) following talks between Russian and Chinese leaders, in Moscow on Tuesday. "A number of important agreements were signed today, including the creation of a very large fund in CNY, the equivalent of 10 billion US dollars" said the CEO. "This is extremely important because it will make it easier for many Chinese investors to invest in Russia, in a variety of infrastructure projects, logistics and energy." SOT, Kirill Dmitriev, Russian Direct Investment Fund CEO, (Russian): "A number of important agreements were signed today, including the creation of a very large fund in CNY, the equivalent of 10 billion US dollars. It will invest in various Russian companies. This is the first such fund in CNY and this is extremely important because it will make it easier for many Chinese investors to invest in Russia, in a variety of infrastructure projects, logistics and energy. The amount of agreements of 10 billion US dollars in yuan makes it certainly one of the largest funds. Also an agreement was signed on doubling the size of the Russian-Chinese Investment Fund, and as you know this fund has already invested in more than 20 projects that are extremely profitable, such as the first Russian-Chinese bridge. We also signed an agreement investing in the Silk Road Fund in the Rostech-City Company, in the export portal of Russian goods to China, and will continue to actively co-invest with Chinese partners in Russian projects. Everything is clear. But why are we still unable to regulate properly the normal, civilised functioning of these vital economic sectors? I have just discussed this with the Prime Minister, and I would like to draw the attention of the Deputy Prime Minister in charge of transport to this issue: you do not pay enough attention to this sector. Not enough. Maybe you are overloaded? We have already spoken about this. And I want to tell the Minister that this is a reprimand for incompetent performance. If you cope with this problem quickly and successfully, Mr Medvedev and I will think about what to do about this incompetent performance. If you fail, we will think about that as well. Please resolve this problem quickly and effectively, and not only resolve it but also submit proposals on settling this situation in general, intensifying the legal regulation of this sector and enhancing responsibility of carriers. First Vice-premier Boris Nemtsov made his remarks on Wednesday at the Moscow Autoshow. Earlier this year Nemtsov championed Russia's car laws which will eventually prohibit government officials from driving foreign made cars. Russia's first vice-premier strolled past fifty foreign model cars at Moscow's International Autoshow on Wednesday. Although Nemtsov hopes to see more Russian made cars on Moscow's streets, he knows the dream is far from becoming a reality. While the average Russian can't afford a Mercedes or Audi, most Russians would rather drive a foreign made car than get behind the wheel of a Volga or a Moskvich. Nemtsov told reporters that foreign made cars are far superior in quality than anything Russia can produce. But we also need to have foreign car makers here not only as sellers but also as co-investors." Their holiday habits - as well as substantial two-way investment - are helping to fuel an economic boom in the region and buck the trend of many eurozone countries. Lake Saimaa, near the city of Lappeenranta, is part of the attraction. A luxury resort has sprung up on the lakeshore and now construction is underway on thousands more bedrooms, a shopping mall, and soon a nearby IKEA superstore. The influx of visitors, high spending tax-free tourists on day trips and the growing amount of cross-border investment between the two countries means the unemployment rate in South Karelia stood at 5-point-8 per cent at the end of 2012, according to Finnish government statistics. That's down 2.7 percent from the previous year and about half the eurozone average. Finland's Minister for International Trade, Alex Stubb, says that other EU countries should "be open" when dealing with Russia. LEADIN Socialist North Korea is continuing with a small experiment in capitalism. Despite tension on the Korean peninsula earlier this year with concern over satellite images which appear to show that North Korea is restarting a plutonium reactor, and a new round of UN sanctions, neighbours China and Russia are still trying to help. Now after more than twenty years, a tiny corner of North Korea is starting to see some of the benefits of international investment. STORYLINE: The sea is what makes Rason in North Korea so attractive to China and Russia. The water here doesn't freeze in winter, so it offers the potential of all year round shipping for landlocked northeast China, and Russia, where ice blocks trade at its eastern ports for months on end. The potential of this area has been promoted for a long time. But the advantages of geography and climate have fallen victim to politics and poor infrastructure. North Korea declared the area a special area for foreign investment in the early 1990s and the United Nations Development Programme got involved. Nothing much happened until nearly twenty years later, when in 2011 China officially partnered with North Korea in the attempt to develop the region. Now, there are smooth road surfaces and modern railway infrastructure thanks to China and Russia - very different to the rest of North Korea. The motivation for this government-backed investment is clear, according to Danilov Mikhail Wallenchinowich, vice-director of Rason International Container Transport Joint Venture Company. "Our company is proceeding with port modernisation and railway reconstruction. The reason we selected Rajin port is that this port has favourable conditions of not freezing all the year for 12 months and being able to carry the cargo to any place of the world." The improvement of big-ticket items like roads, railways and ports might finally make Rason look appealing to smaller-scale investors in trade and services. That's why Chinese traders and property developers are hoping to get involved. It has been very slow to take off by the standards of mainland China, but over the past three years there has been a noticeable increase in the way that Chinese traders are able to do business in Rason. A new commercial and residential development still under construction is one of the largest and liveliest developments in the area. Commercial areas are already open where Korean customers can buy cheap imported goods from China, in a way that the North Korean authorities do not tolerate elsewhere in the country. The property development here has been slower to take off. The main complex attached to this commercial development has not yet been finished, more than one year after construction started. But Zhao Chun Lin, Chinese Representative of Rason International Commercial Trade Centre remains optimistic: "The Commercial Trade Centre which is being built as a joint venture of the Chinese Jin Property company with a North Korean partner has a good effect in general and great social influence. In future we will increase investments by enlarging the management scope, and invest more fund and effort to other items such as Korean commercial property, tourism and more." Rason seems far from the glittering capitals and powerhouse economies of modern Asia, and it is cut off from the rest of North Korea by the government in Pyongyang. It has survived near stagnation for two decades. Only in the past few years it has started to develop, in small steps, thanks to money from China and Russia, and there is no sign yet that the commercial freedoms here will be officially allowed all over North Korea any time soon. Then where will Gazprom, Lukoil and the rest sell their natural gas? According to the news they will be selling Russian natural gas to China! In fact, a Russian Chinese energy agreement has been in the works for a decade. China is still a growing economy and Russia has lots of natural resources. However, there has been distrust and outright animosity between these two great Asian powers for a long, long time. On the face of it selling Russian natural gas to China sounds like good business. On the other hand Vladimir Putin, the Russian president who just annexed part of a neighboring country, may have found himself in a jam. Without the EU as a willing buyer of Russian energy products, who is going to compete for Russian natural gas and keep the price up? Selling Russian natural gas to China may better be seen as part of how investing in Russia will suffer from the Crimea fallout. Ukraine, Crimea, Russia and Investment Capital The largest source of foreign direct investment in Russia has been the EU, especially Germany. Russia does not appear to be ready to back off its campaign to destabilize Ukraine and take its Eastern regions into the Russian Federation. As such we can expect to see a slow but sure ramping up of economic sanctions by the EU and USA. The ruble has already fallen to all-time lows and Gazprom is talking about issuing bonds denominated in Yuan. This actually makes sense as who would want debts denominated in Rubles when the currency is in free fall. So, does Russia want China to be its next big investor? It seems like Mr. Putin has forgotten the Sino-Soviet undeclared border war in 1969. The fact that a contract for selling Russian natural gas to China has been on the table for ten years should tell us that both sides have major issues with this agreement. But, to the extent that Russia has boxed itself in selling Russian natural gas to China may be the best way to make money. Certainly for China who would like to make the Yuan into an international currency, Gazprom selling debt denominated in Yuan instead of rubles, dollars or euros should be seen as a good deal. Where Is This Going? In our articles about Investing in Russia we wrote about the devastation of the Second World War in Russia and the valid concern of Russian governments to protect the Motherland. The more valid issue for Ukraine is that the people have been badly governed ever since the breakup of the USSR and before that Stalin murdered millions and the Germans invaded. It is clear that a lot of folks would like a better life in Ukraine. It is also clear that Russian speakers may well want closer relations with Russia or even to be part of Russia. However, the majority of the country and lots of folks in the east of Ukraine do not ever want that situation and want closer relations with the West. This situation is not going to get better without an agreement between Russia, the EU and the USA. Selling Russian natural gas to China may be a short term cash flow solution but the better solution will be for Putin, Obama, Merkel and the rest to put politics aside and find a viable fix that helps Ukraine and encourages investment in the region. http://youtu.be/aEC_IKvvXtA
