A single Finnish company invested the equivalent of almost half of all French investment in Russia, President Vladimir Putin told his counterpart Emmanuel Macron at the St. Petersburg International Economic Forum (SPIEF). “Finland’s Fortum invested €6 billion in Russia, while the whole of France invested €15 billion,” Putin said jokingly. Moments earlier, the French President boasted about the figure, proudly stating his country was second among Russia's foreign direct investors. With China, trade is going to reach $100 billion soon,” the president said. Macron, who spoke before Putin at SPIEF, said that France wants to become the largest direct investor in Russia. "The source of motivation is that our French enterprises now employ 170,000 Russian citizens,” he said. The French president added that, in the last 10 years, no French company quit the Russian market despite the troubles in the Russian economy, it is a “strong signal”. Their holiday habits - as well as substantial two-way investment - are helping to fuel an economic boom in the region and buck the trend of many eurozone countries. Lake Saimaa, near the city of Lappeenranta, is part of the attraction. A luxury resort has sprung up on the lakeshore and now construction is underway on thousands more bedrooms, a shopping mall, and soon a nearby IKEA superstore. The influx of visitors, high spending tax-free tourists on day trips and the growing amount of cross-border investment between the two countries means the unemployment rate in South Karelia stood at 5-point-8 per cent at the end of 2012, according to Finnish government statistics. That's down 2.7 percent from the previous year and about half the eurozone average. Finland's Minister for International Trade, Alex Stubb, says that other EU countries should "be open" when dealing with Russia. "Negotiating with Russians is always a challenge, but business negotiations are always tough," says Stubb, who also holds the cabinet portfolio of Minister for EU Affairs. Pakistan signs $10 bn gas pipeline agreement with Russia Pakistan signs offshore pipeline agreement with Gazprom (Russia) Russia plans to invest $14b in Pakistan’s energy sector As a major sign of increasing economic cooperation, Pakistan and Russia on Wednesday signed an inter corporate agreement for the laying of more than 1,500 km offshore gas pipeline costing $10 billion that would be transporting natural gas from the Russian gas company Gazprom’s sources in the Middle East to Pakistan with possibility of extending it further to South Asian countries. Mobin Saulat, Managing Director of Inter-State Gas Systems (ISGS), a state-owned company with the mandate to build gas pipelines and gas import projects, and Vitaly A Markelov of Russian Gazprom Gas Company signed this Inter Corporate Agreement (between companies) here. Initially, the feasibility study of this $10 billion offshore gas pipeline project would be carried out by Gazprom at its own expense. The pipeline would follow an integrated approach, including other ancillary projects such as Under Ground Gas storage, desalination and other power projects. Pakistan will import some 500 million to one billion cubic feet of gas per day (MMCFD) from these Russian sources, which would be transported via sea link, the agreement stipulates. The pipeline construction is expected to be completed in three to four years. Russia holds huge gas deposits in Bahrain, Qatar and other Middle Eastern countries and had offered Pakistan and India gas exports by laying the offshore pipeline that would be passing through Gwadar. A Russian delegation headed by Vitaly A. Markelov, Deputy Chairman of the Management committee, PJSC, ‘Gazprom’ International, visited the Petroleum Division and held a meeting with Petroleum Minister Ghulam Sarwar Khan and other government officials. According to a statement, federal Petroleum Minister Ghulam Sarwar Khan appreciated the expanding trajectory of bilateral relations between Russia and Pakistan. Khan welcomed Gazprom’s interest in offshore gas pipeline project and termed it a manifestation of multifaceted cooperation between both countries. The Russian side thanked their Pakistani counterparts for the facilitation being extended in preparing necessary groundwork for the project and renewed their commitment to deepening energy cooperation between both sectors. The Russian side invited the federal minister to visit Russia at mutually convenient dates, which the minister gladly accepted. Pakistan’s energy demand is multiplying under the China Pakistan Economic Corridor (CPEC) and industrialisation drive. It would meet its demands to a large extent through this project. Besides, it would place Pakistan on the world map as transit country for offshore gas pipelines. It is worth mentioning that this project has been planned by the Russian government to capture the Pakistani market. Pakistan has been experiencing gas crisis, particularly in winter, for the past many years as domestic production has declined with new additions being offset by depleting old deposits. In a bid to tackle the crisis, the PML-N government started liquefied natural gas (LNG) imports from Qatar under a 15-year agreement and brought supplies from other sources as well. The ISGS is also working on the Turkmenistan-Afghanistan-Pakistan-India (Tapi) gas pipeline. It has also been designated by Pakistan for executing the pipeline project along with Russia’s energy giant Gazprom. The under-construction CPEC is making the region more important for foreign investors. Special Economic Zones (SEZs) are being constructed under the CPEC to boost industrialisation in the country. Russia has nominated Public Joint Stock Company, Gazprom, for implementation of the project. Pakistan’s cabinet has permitted the company to conduct the feasibility study at its own cost and risk. Separately, the ISGS is working on the $10 billion Tapi gas pipeline, which will connect South and Central Asia. Construction work on the scheme in Pakistan is planned to start in March 2019. These projects are termed game changer for Pakistan. Owing to a long-running tussle with Europe and the United States over the annexation of Ukrainian region of Crimea, Russia is looking for alternative markets and wants to capitalise on the increasing energy demand in South Asia. Russia has been a huge gas exporter to the European Union (EU) countries and Turkey for long and despite US anger, Moscow has continued to provide gas to them. On Saturday, she said she "cannot imagine any situation in which improved equipment for the Ukrainian army leads to President Putin being so impressed that he believes he will lose militarily," according to the Associated Press. The view of many in Europe is that Russia’s President Putin sees a Ukraine that is closely associated with the European Union as an existential threat to his form of government and his leadership in particular. As our focus is on business and investment we ask, what is arming Ukraine do to investment in Russia? Twenty-first Century Version of the Guns of August In the early years of the twentieth century the Czar ruled Russia and the Hapsburg dynasty ruled the Austro-Hungarian Empire. The Ottoman Empire with its capital in Turkey ruled most of the Middle East and Imperial Germany extended from Alsace Lorraine to modern day Poland. The British Empire boasted a fourth of the world’s population and a thirty percent of its area. When the heir to the Hapsburg throne was assassinated it set off a series of events that spiraled out of control and led to the First World War in which nine million people died. In the aftermath of the war Germany lost half of its territory and the Austro-Hungarian and the Ottoman Empires were dissolved. For lack of cool heads and successful diplomacy during August of 1914 Europe was devastated and the stage was set for a more devastating Second World War just two decades after the end of the first. This may be the worst case scenario but as Putin digs in his heels despite severe economic sanctions the minimum result will be a new version of the Cold War and damage to investment opportunities between the West and Russia. This is our concern regarding arming Ukraine and investment in Russia. Reminiscent of the Soviet Era The New York Times reports comments made at the Munich Security Conference by the Russian foreign minister about Ukraine and remarks that the most difficult thing for a communist is to predict how the leadership will rewrite the past. The most difficult thing for a communist, it has been observed, is to predict the past. I was reminded of this as I listened to Russian Foreign Minister Sergei Lavrov, in full Soviet mode at the Munich Security Conference, suggesting that after World War II it was “the Soviet Union that was against splitting Germany.” People laughed; they guffawed. Germans recall the Soviet clamp on the east of the country and the Berlin Wall. But in a way Lavrov was right: The Soviet Union would have been happy to swallow all of Germany, given the chance. Today, in similar fashion, President Vladimir Putin’s Russia would be quite happy to absorb all of Ukraine, which it views as an extension of the motherland, an upstart deluded by the West into imagining independent statehood. What does this sort of Soviet-Speak have to do with East-West relations? It moves them back a quarter of a century or more and makes diplomacy increasingly difficult. What does arming Ukraine do to investment in Russia? It may simply be a moot point as dealing on any level with Putin’s government has gone from possible to a fantasy. Foreign Direct Investment in Russia Is Going Away Even the press in Moscow reports that Russia needs the West to invest in Russia. The Moscow Times quotes President Obama regarding the effect of Western sanctions on Russia. U.S. President Barack Obama summed up Russia's current predicament during his State of the Union Address to Congress recently, saying that "Russia is isolated with its economy in tatters." His rhetoric caused outrage in Russia and was consistent with that of European leaders and diplomats, who have stressed Russia's growing isolation as a result of its actions in Ukraine. First Vice-premier Boris Nemtsov made his remarks on Wednesday at the Moscow Autoshow. Earlier this year Nemtsov championed Russia's car laws which will eventually prohibit government officials from driving foreign made cars. Russia's first vice-premier strolled past fifty foreign model cars at Moscow's International Autoshow on Wednesday. Although Nemtsov hopes to see more Russian made cars on Moscow's streets, he knows the dream is far from becoming a reality. While the average Russian can't afford a Mercedes or Audi, most Russians would rather drive a foreign made car than get behind the wheel of a Volga or a Moskvich. Nemtsov told reporters that foreign made cars are far superior in quality than anything Russia can produce. Vladimir Putin is often misquoted as saying that "Russia is for Russians" - which seems rather divisive. But this rhetoric has no racist inclination; it is a misunderstanding arising from the Russian language. The word "Russians" has two meanings - it is both those who are Russian ethnically and those who live in Russia historically (in the West, these groups would be called "indigenous peoples" but you would have a hard time telling an ethnically-Russian/Slavic person that they are not indigenous). As a rule of thumb, every Russian considers themselves "indigenous" - its "colonisation" history is not as fresh as it is in the countries of the European colonisation context. Russia is home to over 120 numerically small (many under 50,000 each) local ethnicities. Many have retained their languages and traditions, as well as being citizens of the Russian Federation and speaking Russian fluently. What is important to understand when Putin says "Russia is for Russians" is that it means he puts the rights of all of Russia's many ethnicities before those of immigrants - those who are culturally and historically not a part of the Russian Federation.

The World Economic Forum selected Dmitriev to be a Young Global Leader.
